It tells you to say million or thousand.

123,589,234 would be said as

One hundred twenty three million, five hundred eighty nine thousand, two hundred thirty four

12.453 would be said as

Twelve and four hundred fifty three thousandths 

Rounding Numbers

If the messenger to the right is

Hefty-  5 or more  he says "GO UP!"

Wimpy- 0-4 he says "STAY the SAME"

The king says- "Off With Their Heads" and the heads roll to the right making them into zeros.
